H\u00f8yre mener at Sentrumsplanen legger for store begrensinger for utvikling av Horten by. Planen vil forhindre n\u00f8dvending fornyelse og utvikling. Planens begrensinger vil bidra til \u00e5 forsterke inntrykket av en d\u00f8d by n\u00e5r du kj\u00f8rer ned byens hovedgate, Storgaten. Dagens urbane ungdom \u00f8nsker ikke en d\u00f8d by.

Horten har de attraktive og fremtidsrettede arbeidsplassene, men H\u00f8yre ser ikke at Sentrumsplanen bidrar til \u00e5 gj\u00f8re byen attraktiv for unge som kan tenkes \u00e5 etablere seg her. H\u00f8yre mener at planen m\u00e5 revideres for \u00e5 sikre et levende sentrum.
