Den f\u00f8rste er \u00e5 taksere alle eiendommer i kommunen. Den andre er \u00e5 bruke det som kalles boligverdi, som er fastsatt av Skatteetaten. Skatteetaten fastsetter da boligverdien <em>\u00absom et anslag p\u00e5 boligens markedsverdi, beregnet ut fra boligens areal, bygge\u00e5r, boligtype, beliggenhet og opplysninger om omsatte boliger i kommunen.\u00bb<\/em> I 2015 brukes verdier fra 2013. Det vil si boligverdien per 31.desember 2013.<a href=\"#_edn2\">[ii]<\/a>\n\nBoligverdien skal alts\u00e5 reflektere omsetningsverdien\/markedsverdien p\u00e5 boligen.\n\nN\u00e5r boligprisene stiger sl\u00e5r det ut i \u00f8kte ligningsverdier og ansl\u00e5tte boligverdier fra Skatteetaten, men med et visst tidsetterslep. N\u00e5r det er boligprisvekst stiger ogs\u00e5 boligverdiene, og flere boliger vil f\u00e5 eiendomsskatt.&nbsp;Oslo Arbeiderparti har selv sagt at de vil legge boligverdien til grunn n\u00e5r de beregner eiendomsskatt.\n\nS\u00e5 er det slik at det m\u00e5 legges inn en obligatorisk reduksjonsfaktor p\u00e5 20 prosent for \u00e5 sikre at markedsverdien ikke overskrides. Enkelt forklart: En bolig som har boligverdi p\u00e5 5 millioner, f\u00e5r et beregningsgrunnlag for eiendomsskatten p\u00e5 4 millioner (5 millioner x 0,8).\n\n<strong>N\u00e5r Oslo H\u00f8yre bruker dagens markedsverdi for \u00e5 beregne hva den enkelte vil kunne f\u00e5 i eiendomsskatt er det ganske enkelt for \u00e5 beregne hva eiendomsskatten vil bli basert p\u00e5 det boligen er verdt i dag. <\/strong>\n\nP\u00e5 b\u00e5de nettsiden <a target=\"_blank\" href=\"http:\/\/neitileiendomsskatt.no\/\" rel=\"noopener noreferrer\">neitileiendomsskatt.no<\/a> og i andre regnestykker, har Oslo H\u00f8yre brukt f\u00f8lgende formel for beregning av skatten:\n\n((Boligverdi fratrukket 20 prosent) \u2013 bunnfradrag) x skattesats\n\n<a target=\"_blank\" href=\"https:\/\/radio.nrk.no\/serie\/distriktsprogram-oestlandssendingen\/DKOA02016615\/21-08-2015#t=1h46m5s\" rel=\"noopener noreferrer\">Her kan du h\u00f8re professor i skatterett, Ole&nbsp;Gjems-Onstad, forklare hvordan man kan regne ut omtrent hva man m\u00e5 betale i eiendomsskatt.<\/a>\n\nGjems-Onstad forklarer (transkribert utdrag fra sendingen):\n\n<strong>Programleder:<\/strong><em>Men likevel s\u00e5 er det s\u00e5nn at det er ikke en takst eller en verditakst som vi er vant med fra meglere eller takstmenn dette g\u00e5r ut ifra. Dette g\u00e5r ut ifra hva som st\u00e5r i selvangivelsen v\u00e5r?<\/em><strong>Gjems-Onstad:<\/strong><em> \u00ab[&#8230;]&nbsp;<\/em><em>Men eiendomsskatten, den rammer deg selv om du har mye gjeld p\u00e5 boligen.&nbsp;<\/em><em>Og det er slik at i utgangspunktet s\u00e5 skal du ganske enkelt ta det som du tror boligen din kunne blitt solgt for, den markedsverdien, s\u00e5 kan du legge deg litt under det. S\u00e5 kan du trekke fra de fire millionene som de sier du skal f\u00e5 i bunnfradrag. S\u00e5 enkelt sagt, alts\u00e5, s\u00e5 bor jeg i et rekkehus \u2013 jeg tror det rekkehuset n\u00e5 er verdt \u00e5tte millioner kroner, s\u00e5 trekker jeg fra fire millioner kroner, s\u00e5 sitter jeg igjen med fire millioner kroner, og s\u00e5 ganger jeg da det med tre promille, og det betyr ganske enkelt at jeg sier tre tusen kroner pr. million og det gir meg tolv tusen kroner da i eiendomsskatt, men s\u00e5 blir den sannsynligvis litt lavere.\u00bb<\/em>\n\n\u00c5rsaken til at Gjems-Onstad her sier at den vil bli litt lavere er den obligatoriske reduksjonsfaktoren p\u00e5 20 prosent som m\u00e5 brukes n\u00e5r man bruker boligverdi som grunnlag for eiendomsskatt, og som Oslo H\u00f8yre har tatt h\u00f8yde for i alle beregninger av hva eiendomsskatten vil bli.\n\n<a
